Victim Surcharge – the whole sorry saga

Just when you thought this government of faeces-slinging chimpanzee fuckwits couldn’t come up with yet another shitty idea so hard on the heels of the last one, along comes this.

Motorists face new £15 ‘victims levy’

Now ministers want to extend the scheme to on-the-spot fines and fixed penalty notices for a range of offences.

Since 2007, a £15 surcharge has been added to the fines of all people convicted of a crime, to raise money for support services for crime victims.

Motorists in England and Wales fined for minor offences face having to pay bigger penalties under a government scheme to compensate victims of crime.


So, what dire offences are going to incur this levy?

…motorists caught speeding or flouting parking restrictions and those guilty of disorder offences such as shoplifting, writing graffiti or being drunk and disorderly.

Their justification for this latest example of cuntishness?

Government officials, however, deny the move amounts to a stealth tax.

They say such offences are not “victimless crimes”, saying thousands are killed or injured on Britain’s roads every year and others have their lives ruined by anti-social behaviour.

Now, just maybe speeding isn’t a victimless crime, but ‘flouting parking restrictions’?

What the fuck?

But what’s this I see in the ‘See also’ sidebar of the BBC web page?

Clicking on the first link, it seems that the ‘Victim Surcharge’ heralded in the second one isn’t getting collected very efficiently.

All criminals should pay a £15 “victims’ surcharge” towards services, but the system, launched in April, only recognises those who are fined.

Only £1.1m of the £16m target has been raised because those jailed or given community sentences are not charged.

Furthermore:

…a new multi-million pound computer system, called Libra, currently being rolled out to magistrates’ courts also could not process the information needed for the surcharge.

Well, it all seems a lot clearer now.

The ‘Victim Surcharge’ scheme’s scope is now being extended because of government inefficiency and yet another Mickey Mouse computer system that doesn’t fucking work.

In fact, you can drill all the way back 6 years and see that this ‘Victim Surcharge’ scheme wasn’t even considered a very wise move by Victim Support itself:

Anthony Forsyth of Victim Support said that while the charity supported moves to improve services it was “uncomfortable” with the use of income from fines.

“Our position has always been that services for victims should come out of core [government] funding,” he said.

“We are uncomfortable with the idea of linking this extra income with these sorts of minor offences.”

Defending the scheme was David Blunkett (who he?):

“We want compensation to victims come from the most appropriate sources.”

This story went on to say:

Parking fines would be exempt from the new levy.

Er…

But the real capper, the tin lid, the turd on the trifle comes from a certain Baroness Scotland – yes, she of expenses fiddling and illegal immigrant housekeeper fame:

Home Office minister Baroness Scotland told BBC News 24 that “a lot of people out there, if asked, would not mind paying an additional 5 or 10 pounds if it is going to go towards the victims of crime getting the sort of counselling, the help and wider support they need”.

Well, Baroness Snotland, that’s 15 of my hard-earned quids which are perhaps a mere drop in the ocean to a troughing cunt like you but £15 I’d rather not have to part with if I get a parking fine.

But, it still doesn’t end there:

The surcharges would raise £28m a year if they were all collected, but with an expected 60% enforcement rate they would raise just under £17m, the Home Office paper said

Look at that downward curve – a potential £28m…only a 60% enforcement rate, so down to £17m minus chump change…ending up today at an enforcement rate of less than 5%, netting some £1.1m and with the added expense of a fucked computer system.

Everything this bunch of moronic shitweasels touches turns to shit…

…even their own shit gets shittier.

Fucking fucking hell.

  1. So a 25% increase on a £60 fine – what’s the problem? No-one can accuse this Govt. of not being consistent in their highway robbery and incompetence tactics. In fact, highway robbery and incompetence are the *only* things they’ve been successful at in 13 years. Well, apart from lying……….and spin………and………

    Somewhere amongst this diatribe are some intelligent points but the language simply makes it sound like a brain-dead incoherent rant.

    Yes, I speak English. I write it, too. What’s more, I have a degree from Oxford University in English and a good one, too.

    However, unlike your good self, I do not believe in the Flying Spaghetti Monster or any other fairy story.

    My polite suggestion is that if you don’t like the way I write, then fuck off and read something else.

  6. I read recently that J.P.R. Williams, the former Welsh rugby full back was fined for drink-driving and subject also to a ‘victim surcharge’ . As I live abroad I was not familiar with this obvious stealth tax entity, and could not see how it could possibly be applied in Williams’ case – as no victim seemed involved. Now I understand; victims of crime were used by Blair as a politically correct tool for extracting revenue. It doesn’t seem to have worked well, but it’s not the money it’s the imposition that counts.
    ‘JPR’ used to be my anatomy demonstrator at medical school. I remember him as a big man; body and soul, so I was rather upset by an accompanying newspaper photograph of him, in which he looked miserably full of remorse for his crime. Society is all the more healthy for true political incorrectness, (which includes the intelligent and passionate use of ‘offensive’ expletives), so I wish he’d looked a bit happier and more in touch with the politically-insensitive inner rugby warrior. But then he works for, and presumably has been indoctrinated by the NHS; – as I consider it, an over-regulated, health-rationing, archipelago of politically-manipulated conformity. ‘JPR’ is an orthopaedic surgeon. I know an Australian orthopaedic surgeon whose habitual use of obscenities and politically incorrect views alienate him from, – or endear him to many. He recently proudly told me that an orthopaedic surgeon is: “as strong as a fucking ox, and twice as fucking smart”. Which I suppose explains why ‘JPR’ was sucking pennies in order to beat the breath test.

  8. ”Victim surcharge”….Another tax…This is to make up for the loss in taxes due to the smoking ban…And before you anti smoking brigade scream ”rubbish”. Where’s the victim in speeding or parking on a double yellow line ?.. The surcharge alledgedley goes into a central fund… Does it really ? Well I have never heard of a rape victim or a victim of a robbery getting anything
